Touring Top-Loading Pannier If you prefer the flexibility of top loading panniers with horizontal and vertical compression the Touring Panniers are an excellent choice. The hoods are symmetrical and can be oriented with the zipper toward or away from the rack, and can be instantly converted to fanny packs with the included belt (one per pair). As with all Inertia Designs panniers, the Scotchlite™ Reflective Material strips are modular so you can orient them for maximum visibility, and more may be added, an especially nice idea if you often find yourself caught out after dark.
